The International Civil Aviation Organization (ICAO), a specialized agency of the United Nations, was established in 1944 and is headquartered in Montréal, Canada. ICAO plays a central role in the development and coordinated implementation of Standards and Recommended Practices (SARPs), which serve as the global framework for the safe, orderly, and efficient conduct of international civil aviation.
With 193 Member States, ICAO conducts its work through specialized panels, working groups, and committees that address a broad range of civil aviation domains, including safety, aviation security, air navigation capacity and efficiency, environmental protection, and economic development of air transport.
ICAO also provides capacity-building support to its Member States through training programmes and technical assistance aimed at strengthening national aviation systems and infrastructure.
The Republic of Serbia has been an ICAO Member State since 2006, as the legal successor to the former Federal Republic of Yugoslavia and Serbia and Montenegro, and continues to actively participate in the work of the Organization.
The European Civil Aviation Conference (ECAC) is an intergovernmental organization established in 1955 to promote the development of a safe, efficient, and sustainable European air transport system. ECAC currently comprises 44 Member States and provides a forum for Directors General of Civil Aviation to exchange views and coordinate on matters of common interest.
ECAC addresses a wide array of aviation-related topics, including aviation safety and security, unmanned aircraft systems (UAS), facilitation, environmental sustainability, and economic and legal issues.
The Director of the Civil Aviation Directorate of the Republic of Serbia, Ms. Mirjana Cizmarov, is an active member of the ECAC Coordinating Committee. She has served on the Committee since December 2021 and, in 2023, was appointed ECAC Coordinator for Unmanned Aircraft Systems (UAS)-related activities.
The European Union Aviation Safety Agency (EASA) was established in 2002 to ensure a high and uniform level of civil aviation safety and environmental protection across the European Union. EASA is responsible for the development and implementation of common safety and regulatory frameworks, including rulemaking, certification, safety oversight, and coordination of the EU aviation market.
The Agency plays a key role in harmonizing technical standards, issuing approvals and certificates, supporting innovation, and ensuring alignment among Member States through oversight activities and continuous monitoring.
The Republic of Serbia holds observer status in EASA as a signatory to the ECAA Agreement, which enables participation in the EU aviation system without full EU membership. Cooperation is governed by established Working Arrangements, under which EASA conducts periodic assessments of Serbia’s aviation system, particularly with respect to the alignment of national legislation and practices with EASA regulatory frameworks and safety objectives.
