Regional meeting of the representatives of the CAAs and national supervisory bodies was held at the invitation from the Civil Aviation Directorate of the Republic of Serbia in Belgrade on 22 January 2015. The meeting was held in the Area Control Centre with the aim of promoting the regional cooperation in civil aviation.
The meeting was attended by Mr Zoran Ilic, Deputy Minister of Civil Engineering, Transport and Infrastructure of the Republic of Serbia, Ingrid Schefils president of the European Civil Aviation Conference and director of the civil aviation authority of Sweden, Mr Dejan Mojsoski, a representative from Eurocontrol, directors and representatives of the relevant aviation authorities of the countries in the region - Bosnia and Herzegovina, Croatia, Montenegro, Albania, Macedonia, Bulgaria, Romania and Serbia, including the representatives from the Aviation Academy in Belgrade and the Aviation Association of Serbia.
Director of the Director of Civil Aviation Directorate, Ms Mirjana Cizmarov, addressed the participats with the opening speech saying that the particularity of this region creates an opportunity for diverse forms of mutual cooperation and joint participation at European aviation forums, since the countries in the region are both EU Member States and candidates.
“Direct cooperation with the peers from the civil aviation authorities of the EU Member States is certainly a valuable experience for countries that are currently on the road to accession, while mutual cooperation between civil aviation authorities of candidate countries facilitates the fulfilment of mutual obligations that lie ahead until final accession has been achieved”, said Ms Cizmarov .
The President of the European Civil Aviation Conference and director of the civil aviation authority of Sweden, Ms Ingrid Shefils, highlighted the great value this European organization holds in the concept of regional cooperation recommending it to all its members, considering the insufficient financial resources and personnel in all states. Ms Shefils also noted that such cooperation could be improved by pooling groups for individual types of cooperation.
Mr Zoran Ilic, Deputy Minister of Civil Engineering, Transport and Infrastructure, Government of the Republic of Serbia said that this ministry would provide any support to the regional cooperation in aviation. “Our outputs should be towards a more comparative advantage, stronger and stable position of this mode of transport, so that a more pressing development in rail and road transport in the region create an even greater incentive for our further development of operations”, said Ilic.
This meeting also presented the opportunity for signing the Protocol on cooperation in the process of certification of the Bosnia and Herzegovina air traffic control. This document was signed by Ms Mirjana Cizmarov, the Director General of the Serbian CAA and Mr Djordje Ratkovica, Director General of the CAA of Bosnia and Herzegovina.
At the meeting were discussed ATM issues, SaR, and joint participation of regional countries in the EU projects. Cooperation in the implementation of the concept of the Single European Sky and the concept of Functional Airspace Blocks were also items on the agenda. .
The Civil Aviation Directorate of the Republic of Serbia had the intention to support and continue the already established practice of holding meetings of the civil aviation authorities of the countries in the region, since the meeting held in Berovo and Sofia confirmed that such forums represent a unique opportunity for direct discussions on issues of common interest.
Regional meeting of the representatives of the CAAs and national supervisory bodies was held at the invitation from the Civil Aviation Directorate of the Republic of Serbia in Belgrade on 22 January 2015. The meeting was held in the Area Control Centre with the aim of promoting the regional cooperation in civil aviation.
On 5 June 2025, in Belgrade, an Air Services Agreement was signed between the Government of the Republic of Serbia and the Government of Georgia, along with a supporting Memorandum of Understanding between the Civil Aviation Directorate of the Republic of Serbia and the Civil Aviation Agency of Georgia.
The Agreement and Memorandum were signed by Ms. Mirjana Cizmarov, Director of the Civil Aviation Directorate of the Republic of Serbia, and Mr. Givi Davitashvili, Director of the Civil Aviation Agency of Georgia, in the presence of Ms. Aleksandra Sofronijevic, Minister of Construction, Transport and Infrastructure of the Republic of Serbia.
The signed agreements establish the regulatory and operational conditions for initiating direct air service between Belgrade and Tbilisi as of 15 June 2025.
The Agreement between the two Governments defines the legal framework for the operation of scheduled international air services, while the Memorandum of Understanding enables direct cooperation between the two civil aviation authorities in technical, regulatory, and safety matters.
Through this Agreement, the Civil Aviation Directorate of Serbia continues to enhance international cooperation and contribute to improved air connectivity of the Republic of Serbia, in full compliance with international civil aviation standards and regulations.

Mirjana Čizmarov, Director of the Civil Aviation Directorate of the Republic of Serbia, met on 23 May in Belgrade with Edward Ferguson, the Ambassador of the United Kingdom.
During the meeting, they discussed the preparation and signing of a new Memorandum of Understanding, which will modernise and improve the existing Air Services Agreement signed in 1950.
This step represents a significant contribution to strengthening bilateral cooperation between Serbia and the United Kingdom in the field of civil aviation, aiming to align with current international standards and practices and to enhance air traffic between the two countries.
Director of the Civil Aviation Directorate of the Republic of Serbia, Mirjana Čizmarov, participated in the ICAO Facilitation Conference (FALC 2025), held from April 14 to 17, 2025, in Doha, Qatar. The event was organized by the International Civil Aviation Organization (ICAO) in collaboration with the Civil Aviation Authority of the State of Qatar.
FALC 2025 convened global civil aviation leaders to advance the implementation of Annex 9 — Facilitation of the Convention on International Civil Aviation. The conference focused on enhancing collaboration, efficiency, and inclusivity in air transport under the theme “Facilitating the Future of Air Transport.” It also commemorated the 75th anniversary of Annex 9 and ICAO’s 80th anniversary.
During her visit, Director Čizmarov met with His Excellency Mohamed Faleh Al-Hajri, Acting President of the Civil Aviation Authority of the State of Qatar. They discussed strengthening bilateral cooperation and the initiative to sign a Memorandum of Understanding in the field of civil aviation.
By participating in this high-level event, the Civil Aviation Directorate reaffirmed its commitment to continuously improving international standards in air transport facilitation.
Civil Aviation Directorate of the Republic of Serbia hosted a three-day workshop organized by the International Civil Aviation Organization (ICAO), dedicated to cybersecurity in aviation. The event, held from April 1 to 3 in Belgrade, brought together experts from around the world and the region who specialize in cybersecurity in aviation, providing a platform for sharing knowledge and experiences on current threats and mechanisms for responding to potential incidents.
The workshop was opened by the Director of the Directorate, Mirjana Čizmarov, together with Elkan Nahmadov, Deputy Regional Director of ICAO for Europe and the North Atlantic. On this occasion, Čizmarov emphasized that digital transformation brings serious security challenges that require a strategic approach and international cooperation, and noted that cybersecurity is an indispensable aspect of the aviation industry, which must be prepared to respond to increasingly complex threats.
The event addressed topics such as national, regional, and global aspects of cyber threats, regulatory frameworks and implementation of cybersecurity requirements, oversight mechanisms and the experiences of regulators and the industry, as well as the ICAO framework and program for cybersecurity in civil aviation.
The successful workshop was concluded by Zlatko Mišćević, Advisor to the Director General of the Directorate, who emphasized that the Directorate actively monitors and implements the latest international standards and best practices in the field of cybersecurity, with the goal of effectively responding to all challenges and ensuring the resilience of the aviation industry.
As part of the cooperation between the Civil Aviation Directorate of the Republic of Serbia and EUROCONTROL through the Support to State program for 2025, two significant workshops were held, focusing on enhancing the capacity of Belgrade Airport and developing CNS infrastructure.
Belgrade Airport Capacity Study
During 20-21 March 2025, within the Support to State programme for 2025 that CAD had established with Eurocontrol, the kick off workshop on Belgrade Airport Capacity Study was held with the members of the Eurocontrol Airport Unit, Mr. Dimitrios Kastanis and Mr. Vincent Treve. The workshop included visits to operating centers of Belgrade Airport, SMATSA and Air Serbia.
Eurocontrol is actively collaborating with CAD in strengthening collaboration among key national stakeholders (Belgrade Airport, Air Serbia, SMATSA) and preparing effectively for Summer 2025. This includes joint efforts to assess airport capacity, identify operational bottlenecks and drive performance improvements through pre-season planning and post-operations analytics.
By facilitating data-driven reviews and open technical dialogue with the support from EUROCONTROL, a shared understanding of challenges and opportunities is built. These frank and open exchanges are essential to fostering trust, aligning priorities and unlocking practical solutions that benefit the entire aviation ecosystem in Serbia.
CNS MON workshop
On 26th March 2025, within the Support to State programme for 2025 that CAD had established with Eurocontrol, the CNS MON workshop was held in ACC Belgrade with the representatives from Eurocontrol’s CNS unit. The workshop was led by Mr. Predrag Vranjković, CNS Programme Manager of Eurocontrol, along with his colleagues, CNS experts Mr. Nicolas Eertmans, Mr. Valeriu Vitan and Mr. Javier Gutierrez Ceballos.
The workshop was dedicated to the establishment of CNS Minimum Operating Network on the European level, presentation of the European MON Concept and design criteria, optimisation of communication, navigation and surveillance tools, as well as reviewing the current and planned CNS infrastructure in the Republic of Serbia. Representatives from CAD, CAA Montenegro, Serbian Armed Forces and SMATSA participated in the workshop.
Eurocontrol is actively conducting these workshops across Europe seeking to synchronise the objectives of its Member States and harmonise the activities on the evolution of CNS across the European network, hence this opportunity was used for a fruitful discussion and exchange of significant information with various operational stakeholders within the CNS platform.
