As part of the cooperation between the Civil Aviation Directorate of the Republic of Serbia and EUROCONTROL through the Support to State program for 2025, two significant workshops were held, focusing on enhancing the capacity of Belgrade Airport and developing CNS infrastructure.
Belgrade Airport Capacity Study
During 20-21 March 2025, within the Support to State programme for 2025 that CAD had established with Eurocontrol, the kick off workshop on Belgrade Airport Capacity Study was held with the members of the Eurocontrol Airport Unit, Mr. Dimitrios Kastanis and Mr. Vincent Treve. The workshop included visits to operating centers of Belgrade Airport, SMATSA and Air Serbia.
Eurocontrol is actively collaborating with CAD in strengthening collaboration among key national stakeholders (Belgrade Airport, Air Serbia, SMATSA) and preparing effectively for Summer 2025. This includes joint efforts to assess airport capacity, identify operational bottlenecks and drive performance improvements through pre-season planning and post-operations analytics.
By facilitating data-driven reviews and open technical dialogue with the support from EUROCONTROL, a shared understanding of challenges and opportunities is built. These frank and open exchanges are essential to fostering trust, aligning priorities and unlocking practical solutions that benefit the entire aviation ecosystem in Serbia.
CNS MON workshop
On 26th March 2025, within the Support to State programme for 2025 that CAD had established with Eurocontrol, the CNS MON workshop was held in ACC Belgrade with the representatives from Eurocontrol’s CNS unit. The workshop was led by Mr. Predrag Vranjković, CNS Programme Manager of Eurocontrol, along with his colleagues, CNS experts Mr. Nicolas Eertmans, Mr. Valeriu Vitan and Mr. Javier Gutierrez Ceballos.
The workshop was dedicated to the establishment of CNS Minimum Operating Network on the European level, presentation of the European MON Concept and design criteria, optimisation of communication, navigation and surveillance tools, as well as reviewing the current and planned CNS infrastructure in the Republic of Serbia. Representatives from CAD, CAA Montenegro, Serbian Armed Forces and SMATSA participated in the workshop.
Eurocontrol is actively conducting these workshops across Europe seeking to synchronise the objectives of its Member States and harmonise the activities on the evolution of CNS across the European network, hence this opportunity was used for a fruitful discussion and exchange of significant information with various operational stakeholders within the CNS platform.
On 10 July 2025, the Civil Aviation Directorate of the Republic of Serbia donated 11 million dinars to the Joint Stock Company “Airports of Serbia” – Nis, with the aim of improving the security infrastructure and operational capacities of Nis Airport.
The funds will be used for the procurement of a high-resolution mobile X-ray scanner for screening unattended baggage, as well as for the acquisition of a simulator for the training of security screening operators.
The agreement was signed by the Director of the Civil Aviation Directorate, Ms. Mirjana Cizmarov, and the Director of Airports of Serbia, Mr. Mihajlo Zdravkovic.
The donation was granted based on a request submitted by Airports of Serbia, and the funds were allocated within the Directorate’s 2025 Financial Plan, previously approved by the Government of the Republic of Serbia.
This support is part of the Directorate’s ongoing efforts to strengthen the civil aviation security system in the Republic of Serbia through investment in technical capacities and personnel training.
On 5 July 2025, a practical skills standardization assessment of sailplane flight instructors – FI(S) – was conducted at Valjevo Airfield (LYVA), organized by the Civil Aviation Directorate of the Republic of Serbia.
The assessment was carried out under the Amendment to the Regulation on Sailplane Air Operations. The assessment was conducted by authorized examiners and inspectors of the Directorate.
The purpose of the standardization assessment was to support flight safety through consistent training practices and effective implementation of regulatory requirements. In addition to practical skill standardization assessments, the focus was also on sharing experiences, discussing new regulations, and current gliding regulatory requirements.
On 5 June 2025, in Belgrade, an Air Services Agreement was signed between the Government of the Republic of Serbia and the Government of Georgia, along with a supporting Memorandum of Understanding between the Civil Aviation Directorate of the Republic of Serbia and the Civil Aviation Agency of Georgia.
The Agreement and Memorandum were signed by Ms. Mirjana Cizmarov, Director of the Civil Aviation Directorate of the Republic of Serbia, and Mr. Givi Davitashvili, Director of the Civil Aviation Agency of Georgia, in the presence of Ms. Aleksandra Sofronijevic, Minister of Construction, Transport and Infrastructure of the Republic of Serbia.
The signed agreements establish the regulatory and operational conditions for initiating direct air service between Belgrade and Tbilisi as of 15 June 2025.
The Agreement between the two Governments defines the legal framework for the operation of scheduled international air services, while the Memorandum of Understanding enables direct cooperation between the two civil aviation authorities in technical, regulatory, and safety matters.
Through this Agreement, the Civil Aviation Directorate of Serbia continues to enhance international cooperation and contribute to improved air connectivity of the Republic of Serbia, in full compliance with international civil aviation standards and regulations.

Mirjana Čizmarov, Director of the Civil Aviation Directorate of the Republic of Serbia, met on 23 May in Belgrade with Edward Ferguson, the Ambassador of the United Kingdom.
During the meeting, they discussed the preparation and signing of a new Memorandum of Understanding, which will modernise and improve the existing Air Services Agreement signed in 1950.
This step represents a significant contribution to strengthening bilateral cooperation between Serbia and the United Kingdom in the field of civil aviation, aiming to align with current international standards and practices and to enhance air traffic between the two countries.
Director of the Civil Aviation Directorate of the Republic of Serbia, Mirjana Čizmarov, participated in the ICAO Facilitation Conference (FALC 2025), held from April 14 to 17, 2025, in Doha, Qatar. The event was organized by the International Civil Aviation Organization (ICAO) in collaboration with the Civil Aviation Authority of the State of Qatar.
FALC 2025 convened global civil aviation leaders to advance the implementation of Annex 9 — Facilitation of the Convention on International Civil Aviation. The conference focused on enhancing collaboration, efficiency, and inclusivity in air transport under the theme “Facilitating the Future of Air Transport.” It also commemorated the 75th anniversary of Annex 9 and ICAO’s 80th anniversary.
During her visit, Director Čizmarov met with His Excellency Mohamed Faleh Al-Hajri, Acting President of the Civil Aviation Authority of the State of Qatar. They discussed strengthening bilateral cooperation and the initiative to sign a Memorandum of Understanding in the field of civil aviation.
By participating in this high-level event, the Civil Aviation Directorate reaffirmed its commitment to continuously improving international standards in air transport facilitation.
