Directorate and Montenegro Civil Aviation Agency - Enhancing Bilateral Cooperation in Brussels

 On November 28, 2023, in Brussels, a Protocol on Safety Activities and Obligations was signed between the Montenegro Civil Aviation Authority and the Civil Aviation Directorate of the Republic of Serbia. This establishes a fresh foundation for synchronized cooperation in aviation safety regulation. 

The protocol, in alignment with Article 83 bis of the Convention on International Civil Aviation (Chicago Convention), permits the state of aircraft registration and the state of the operator to reach an agreement on the transfer of responsibilities related to the execution of safety activities. The signing parties included Mirjana Cizmarov, the director of the Civil Aviation Directorate of the Republic of Serbia, and Mileta Nikolić, the acting director of the Montenegro Civil Aviation Authority. 

 

This enables the Montenegro Civil Aviation Authority to take over safety oversight activities, including flight rules, aircraft radio equipment, navigation, certification, and licences for crew members owned by the LLC 'Adriatic Airways,' registered in Montenegro, and listed in the Aircraft Register of the Republic of Serbia. Considering that the Authority possesses the necessary capacities and expert staff, it is expected that the transfer of certain safety activities will contribute to efficient management and achieving a higher level of aviation safety in accordance with international standards. 

 

On the same day, the Memorandum of Understanding was signed between the Montenegro Civil Aviation Authority and the Civil Aviation Directorate of the Republic of Serbia, aiming at mutual recognition of safety measures for the 'One Stop Security' program. 

 

This initiative was prompted by the alignment of aviation safety measures in the Republic of Serbia and Montenegro, a confirmation endorsed by the European Commission, resulting in the award of 'One Stop Security' status to both countries.

 

 

The conclusion of this arrangement and the establishment of mechanisms for recognizing the equivalence of safety measures in aviation applied in the Republic of Serbia and Montenegro will enable the accelerated flow of passengers, baggage, and goods in air transport on routes between the two countries, contributing to further increased air traffic volumes and improved overall relations. 

 

In conclusion, the director of the Civil Aviation Directorate, Mirjana Cizmarov, attended the formal accession of the Republic of Bulgaria and the Republic of Albania to the regional SAR committee (RASARAC) in Brussels, signing a Memorandum between EUROCONTROL and RASARAC.
