On November 28, 2023, in Brussels, a Protocol on Safety Activities and Obligations was signed between the Montenegro Civil Aviation Authority and the Civil Aviation Directorate of the Republic of Serbia. This establishes a fresh foundation for synchronized cooperation in aviation safety regulation.
The protocol, in alignment with Article 83 bis of the Convention on International Civil Aviation (Chicago Convention), permits the state of aircraft registration and the state of the operator to reach an agreement on the transfer of responsibilities related to the execution of safety activities. The signing parties included Mirjana Cizmarov, the director of the Civil Aviation Directorate of the Republic of Serbia, and Mileta Nikolić, the acting director of the Montenegro Civil Aviation Authority.
This enables the Montenegro Civil Aviation Authority to take over safety oversight activities, including flight rules, aircraft radio equipment, navigation, certification, and licences for crew members owned by the LLC 'Adriatic Airways,' registered in Montenegro, and listed in the Aircraft Register of the Republic of Serbia. Considering that the Authority possesses the necessary capacities and expert staff, it is expected that the transfer of certain safety activities will contribute to efficient management and achieving a higher level of aviation safety in accordance with international standards.
On the same day, the Memorandum of Understanding was signed between the Montenegro Civil Aviation Authority and the Civil Aviation Directorate of the Republic of Serbia, aiming at mutual recognition of safety measures for the 'One Stop Security' program.
This initiative was prompted by the alignment of aviation safety measures in the Republic of Serbia and Montenegro, a confirmation endorsed by the European Commission, resulting in the award of 'One Stop Security' status to both countries.
The conclusion of this arrangement and the establishment of mechanisms for recognizing the equivalence of safety measures in aviation applied in the Republic of Serbia and Montenegro will enable the accelerated flow of passengers, baggage, and goods in air transport on routes between the two countries, contributing to further increased air traffic volumes and improved overall relations.
In conclusion, the director of the Civil Aviation Directorate, Mirjana Cizmarov, attended the formal accession of the Republic of Bulgaria and the Republic of Albania to the regional SAR committee (RASARAC) in Brussels, signing a Memorandum between EUROCONTROL and RASARAC.
On 17 March 2026, the Director of the Civil Aviation Directorate of the Republic of Serbia, Ognjen Babic, participated in the forty-fourth (special) Plenary Session of the European Civil Aviation Conference (ECAC) in Madrid, as well as in an ad hoc meeting of Directors General of Civil Aviation of ECAC Member States.
At the Plenary Session, opened by Benito Núñez, Secretary General for Air and Maritime Transport of the Kingdom of Spain, amendments to the ECAC Statutes were discussed, particularly those relating to the procedure for the election of the President, Vice President, and members of the Coordination Committee.
During the ad hoc meeting of Directors General, discussions focused on the election of new members of the Coordination Committee, the possible expansion of the Council of the International Civil Aviation Organization (ICAO), ECAC activities planned for 2026, and other current issues of civil aviation imortance.
Participation in these meetings reflects the continued active role of the Republic of Serbia within ECAC and its commitment to strengthening cooperation in the field of civil aviation at the European level.
At its session held on 5 March 2026, the Government of the Republic of Serbia, acting on a proposal from the Management Board of the Civil Aviation Directorate, appointed Ognjen Babic as Acting Director of the Civil Aviation Directorate of the Republic of Serbia.
Тhe Government appointed Verica Jecmenica as Deputy Acting Director at the same session.

A two-day SES 2+ workshop began on 26 February at the Civil Aviation Directorate of the Republic of Serbia, as part of the 2026 Support to State Programme. The Support to States policy is a EUROCONTROL initiative to provide customized support and expertise to national aviation authorities, aimed at strengthening institutional capacity and improving the implementation of European regulatory standards and requirements.
The workshop focuses on the new Single European Sky regulatory framework, and the introduction of the new substantial amendments to the current regulatory system. Its purpose is to outline the key changes under these new legislation acts and to help lay the groundwork for its harmonization and transposition into the national legislation of the Republic of Serbia and Montenegro.
Participants include representatives from the Directorate, the Civil Aviation Agency of Montenegro, and SMATSA Ltd., who will review the principal regulatory amendments and discuss the next steps in implementing the new framework.
