An application for an authorization to perform scheduled air services for the international flights to the Republic of Serbia must be submitted separately for the summer and winter seasons, no later than 30 days prior to the planned date of the first flight.
The application for operating a charter series of more than four flights shall be submitted no later than 15 working days before the intended start of operations.

An air carrier intending to apply for the first time to perform scheduled air services or a series of more than four charter flights, or an air carrier who has not operated such flights for more than five months, must also submit a completed Foreign Air Carrier Questionnaire.

Applications shall be submitted by fax or by e-mail.
In addition to the application, the air carrier must submit the following documents:
- Air Operator Certificate (AOC), including the operations specifications;
- Operating licence, where applicable;
- Insurance policy or other valid proof of insurance covering liability for damage to passengers, baggage, third parties, and cargo;
- The carrier’s aviation security programme and an approval document proving that the competent authority of the State of the Operator approved the programme;
- In the case of charter flights, a copy of the contract of carriage concluded between the air carrier and the air charter operator;
- In the case of scheduled services, if the Republic of Serbia has concluded an international agreement providing for the prior designation of air carriers to perform scheduled air services, a copy of the document confirming such designation.
Applications for these types of non-scheduled air services may be submitted in free form by post, e-mail or fax.
Charter Flights
An application for authorization to operate an individual charter flight or a series of up to four charter flights must include the following information:
- name and registered office of the air carrier;
- purpose of the flight(s);
- date of operation;
- flight number;
- aircraft type and registration mark;
- details of the departure and arrival aerodromes, including departure and arrival times;
- name, address and contact details of the charterer, and, in the case of cargo transport, of the consignor/consignee (owner of the goods).
In addition to the application, the air carrier must provide the following documents:
- Air Operator Certificate (AOC), including operations specifications;
- Insurance policy or other valid proof of insurance covering liability for damage to passengers, baggage, third parties and cargo;
- certificate of airworthiness and, if applicable, a copy of the airworthiness review certificate;
- for charter flights, a copy of the contract of carriage between the air carrier and the charterer;
- for cargo charter flights, a written confirmation or document identifying the goods (e.g. packing list or air waybill).
- If an international agreement does not grant the traffic rights required for the requested commercial air transport, a carrier intending to operate a single flight or a series of up to four flights from the territory of the Republic of Serbia - except for emergency medical flights - must also provide a statement of consent from domestic air carriers that are authorized and capable of conducting such commercial air transport.
As an exception, when an application involves a charter flight arranged for the deportation of Serbian nationals, the applicant is not required to submit a copy of the contract of carriage. In such cases, the Directorate forwards the application to the Ministry of the Interior to confirm the passengers scheduled for deportation on that flight.
Deadline for submitting applications for individual charter flights: at least 3 working days before the planned date of the flight;
Deadline for submitting applications for charter series of up to 4 flights: at least 7 working days before the planned date of the first flight.
Air Taxi and Medical Flights
An application for an authorization to perform air taxi or medical flights must include:
- name and registered office of the air carrier;
- purpose of the flight;
- date of the flight;
- flight number;
- aircraft type and registration mark;
- details of the departure and arrival aerodromes, including departure and arrival times.
In addition to the application, the following documents must be submitted:
- Air Operator Certificate (AOC), including operations specifications;
- Insurance policy or other valid proof of insurance covering liability for damage to passengers, baggage, third parties and cargo;
- Certificate of airworthiness, and, if applicable, a copy of the airworthiness review certificate.
Deadline for submitting applications for air taxi flights: at least 1 working day prior to the planned date of the flight;
Deadline for submitting applications for emergency medical flights: at least 6 hours prior to the planned time of the flight.
After the authorization has been issued, a foreign air carrier must obtain a new authorization from the Directorate if it intends to:
- add a new aircraft type or registration;
- change the flight schedule in a way that affects the overall scope of the approved commercial air transport;
- change the departure or arrival airport in the Republic of Serbia;
- change the departure or arrival airport in another country, if the change affects the applicant’s traffic rights or the rights of domestic air carriers.
A foreign air carrier operating commercial air transport (CAT) to/from the Republic of Serbia without the appropriate authorization issued by the Directorate is subject to penalty as provided by law.
