To ensure a safe aviation environment in line with international standards, recommended practices, and assumed international obligations, the Directorate’s qualified inspection teams continuously oversee air navigation service providers, air carriers, aircraft owners or operators, airport operators, airfields or landing sites, airport investors, aviation maintenance organizations, aviation personnel, aviation training centers, as well as other companies, legal entities, entrepreneurs, and individuals performing activities, tasks, or providing services in aviation.

The oversight of foreign air carriers is conducted by the Directorate based on obligations arising from the Chicago Convention, the Air Transport Act, and the corresponding bylaw transposing the European Regulation on the safety assessment of foreign aircraft on the airport apron. In accordance with the Working Arrangements between the Civil Aviation Directorate of the Republic of Serbia and EASA, the Directorate performs SAFA inspections and transfers SAFA data (Safety Assessment of Foreign Aircraft) on SAFA inspections carried out in the Republic of Serbia to the EASA central database.

A foreign aircraft, while on the apron at an airport in the Republic of Serbia, may be subjected to an internal and external inspection by an authorized officer of the Directorate in order to verify the documents and records carried on board the aircraft, the documents held by the flight crew, and to verify the condition of the aircraft, its equipment, and the compartments intended for the transport of passengers, baggage, mail, and cargo.

The inspection of a foreign aircraft is conducted in accordance with the procedures and standards established by the competent authority of the European Union.

If there is reasonable doubt that the documents and records carried on board, or the documents held by the flight crew, as well as the aircraft, its equipment, or the compartments intended for the transport of passengers, baggage, mail, and cargo do not comply with the applicable international safety standards, the authorized officer of the Directorate shall take measures established by the competent authority of the European Union.
