1.  What is considered a "foreign unmanned aircraft"?

According to the Regulation on unmanned aircraft, a foreign unmanned aircraft (drone) is defined as:
  • unmanned aircraft registered onto the register or any other appropriate records of a foreign state
  • unmanned aircraft whose owner or unmanned aircraft operator is a national of a foreign state while the aircraft is not entered onto the aircraft records in the Civil Aviation Directorate (CAD)


2.  Do I need drone registration?

UAS registration is not required.


3.  Do I need flight authorization if my drone weighs less than 250g?

Yes. For foreign unmanned aircraft, flight authorizations from the Civil Aviation Directorate (CAD) are mandatory regardless of the drone's weight. Drone registration is not required.


4.  I plan to take aerial photos/videos. What documents do I need?

If you plan to perform aerial filming, you must complete two separate procedures:
  • Flight Authorization: Issued by the Civil Aviation Directorate (CAD)
  • Aerial Filming Permit: Issued by the Ministry of Defense


5.  What is the procedure for obtaining flight authorization from the Directorate (CAD)?
 
  • Download “UAS Flights approval form” (Excel fajl); Fill out mentioned Excel file with your drone details and operations data (coordinates, time and date of flights, altitude, etc.)
  • Regardless of the weight of your drone, you need an insurance policy covering the territory of the Republic of Serbia (third party liability)
  • Copy of your ID
  • Submit documents from bullets 1 to 3 to uas@cad.gov.rs


6.  How do I obtain a filming permit from the Ministry of Defense?

The request should be sent to the email gt.ckkt@vs.rs. Crucial Note: This request must be submitted via a legal entity (company) registered in the Republic of Serbia.


7.  How far in advance should I submit my application?

The process of obtaining all necessary permits can take more than 20 days. It is recommended to submit all documentation at least 25 days before the planned flight.


8.  Are my pilot certificates (e.g., A1/A3 or A2) from other countries valid in Serbia?

No. Foreign operator certificates (A1/A3 and A2) are not recognized in the Republic of Serbia. Depending on the location and flight parameters, the operator may be required to pass an exam on general UAS regulations at the Directorate.


9.  Where can I find forms and additional information?

All relevant regulations, flight forms, and information regarding exams are available on the official website of the Civil Aviation Directorate of the Republic of Serbia www.cad.gov.rs


10.  In case I do not intend to fly drone while staying in the Republic of Serbia and just transferring the drone in your luggage?

For obligations and details related to passing state border with the drone in the luggage, you need to check with the Customs Administration of the Republic of Serbia (линк).
