Solution for Reducing Aircraft Operation Noise with Air Serbia Collaboration

The Civil Aviation Directorate of the Republic of Serbia has proposed a comprehensive solution for addressing the issue of aircraft noise, working collaboratively with Air Serbia airline. This initiative follows a meeting held on 15th September 2023, which brought together representatives from the Ministry of Environmental Protection and Sustainable Development, Air Serbia, Serbia and Montenegro Air Traffic Services Agency (SMATSA Ltd), and Belgrade Nikola Tesla Airport.

The main objective of these solution proposals is to mitigate the growing concerns related to increased aircraft noise, particularly in the areas of Bežanijska kosa and Novi Beograd, where residents have voiced numerous complaints. Air Serbia's flight operations are among those contributing to this issue.

In response, a specialized Working Group has been formed to conduct an expert analysis of operational proposals to modify the TISAK 3Z procedure. On 9th October 2023, the Civil Aviation Directorate held a meeting to identify the most suitable operational solutions for reducing noise resulting from aircraft operations at Nikola Tesla Airport, including those operated by Air Serbia.
This collaborative effort involves members of the Working Group, representing the Ministry of Construction, Transport, and Infrastructure of the Republic of Serbia, the Civil Aviation Directorate, Serbia and Montenegro Air Traffic Services Agency (SMATSA Ltd), Air Serbia airline, and Belgrade Nikola Tesla Airport. They have agreed to collect information in the coming period on all flights, including those by Air Serbia, that surpass the defined noise threshold values for the industrial zone surrounding Nikola Tesla Airport.

To gather this information, a network of noise measuring devices and microphones strategically placed throughout the city will be employed, along with the use of the Belgrade Airport's online application (Web Track). Detailed flight characteristic analyses by SMATSA Ltd will also be conducted to determine additional noise reduction measures.

One of the proposed solutions under consideration is the temporary prohibition of jet aircraft take-offs at intersections when utilizing the TISAK 3Z procedure for all flights, including those by Air Serbia, conducted between 06:00 and 07:00 hours.

The Working Group members, in partnership with Air Serbia, are committed to collecting detailed information on flights exceeding noise threshold values. The collective goal is to enhance and start new initiatives aimed at finding effective solutions to reduce noise resulting from aircraft operations.
