 Within its competence, the Civil Aviation Directorate of the Republic of Serbia performs the activities that contribute towards the continuous improvement of air transport. They are as follows: 

  • Adoption of aviation regulations and the first instance administrative acts,
  • Issue of public documents (certificates, and licenses):
    • to organizations for performing commercial air transport and other general air operations; to technical organizations in the field of aircraft design, manufacturing, type testing, maintenance and ensuring continual airworthiness of aircraft and other aeronautical products, parts, appliances and equipment;
    • to operators of airports, heliports, airfields, terrain and ground handling services providers; to providers of air navigation services (air traffic services, communication, navigation and surveillance, aeronautical meteorological services, aeronautical information services, and aircraft and persons search and rescue), alerting services are also provided as part of air traffic control services and in flight aircraft information excluding search and rescue
    • to training organizations;
    • to institutions performing medical assessment of aviation personnel;
    • to organizations performing security controls at airports;
    • to aviation personnel;
  • Carrying out initial and periodic audits, in order to determine whether an organization meets the conditions for performing the activities, or for the provision of services;
  • Conducting inspections of the implementation of the Air Transport Law, bylaws issued based on that Law, international acts, accepted national and international standards and recommended practices, and the Law on obligations and property relations in air transport in the section of the passenger rights protection;
  • Cooperating with competent authorities of other countries;
  • Issuing airworthiness and aircraft registration certificates;
  • Participating in the preparation of the national civil aviation security program;
  • Imposing conditions to establish and implement the safety management systems;
  • Granting approvals to aviation entities for establishing and application of safety management systems;
  • Granting approvals to aviation entities for the safety analysis for introducing functional changes;
  • Implementing the National Aviation Security Programme, Aviation Security Controls Program and Security Training Programs, and sets up the measures for protection of air transport against unlawful interference;
  • Keeping public records, aircraft registry and aircraft records, aerodrome registry and aviation personnel registry;
  • Issuing certificates for scheduled and charter air transport, certificates for arms and military equipment carriage and carriage of dangerous goods by air;
  • Prescribing which documents and books must be placed on board during flights;
  • Issuing approvals for the conditions for the design and construction of airports, heliports, airfields and facilities;
  • Manages the search and rescue system;
  • Quality control; and
  • Training
