National action plan for reducing CO2 emissions in air traffic

In 2010, the International Civil Aviation Organization (ICAO) launched an initiative called the State Action Plan for reducing CO2 emissions in air transport (State Action Plan), which expressed the intention to take actions to reduce carbon dioxide emissions in air transport.

This document defines State plans and programs for reducing the emissions of harmful gases in air transport. The action plan is written on a voluntary basis and submitted to the International Civil Aviation Organization - ICAO, which has the task of using the data from all action plans to fulfill the goals contained in Resolutions A37-19, A38-18 and A39-2.

The Republic of Serbia submitted its first Action Plan in 2012, making it among the top 30 countries in the world. The latest version of the Action Plan of the Republic of Serbia can be found at the link .

CORSIA (Carbon Offsetting and Reduction Scheme for International Aviation)
 
At the 39th session of the General Assembly in 2016, the International Civil Aviation Organization (ICAO) adopted the Resolution establishing the first global scheme for reducing CO2 emissions in civil aviation - CORSIA (Carbon Offsetting and Reduction Scheme for International Aviation).
 
In the same year, the directors general of the civil aviation authorities of the member states of ECAC (European Civil Aviation Conference), signed the Bratislava Declaration in 2016, which highlighted the intention of the European states to participate in the CORSIA scheme from the very beginning. the Republic of Serbia is one of the signatories of the Bratislava Declaration, officially announcing its voluntary participation in the CORSIA scheme.
 
The CORSIA project is implemented through the following phases:
1. Pilot phase - from 2021 to 2023;
2. First phase – from 2023 to 2026; and
3. Second phase - from 2027 to 2035.

Participation of Directorate in European Aviation and Environment Working Group (EAEG)
 
Representatives of the Civil Aviation Directorate of the Republic of Serbia are active members of the ECAC extended European working group for aviation and environment (European Aviation and Environment Group - EAEG Expanded), whose main goals are to support member states in the implementation of the Bratislava Declaration, European contribution to the CORSIA scheme, European contribution to the work of CAEP (Committee on Aviation Environmental Protection), as well as support to ECAC member states in the development of Action Plans for the reduction of carbon emissions.
 
Climate Change Legislation
 
The Law on Climate Change, which established a system for reducing greenhouse gas emissions in the Republic of Serbia, entered into force in March 2021. This law meets the obligations found in UN Framework Convention and the Paris Agreement, thus harmonizing the domestic legislation with the EU regulations. In accordance with this legislation, air operators must monitor harmful emissions generated by aircraft, and report to competent authorities the gathered data.
