In Alignment with EU Regulations in Unmanned Aircraft Field

On the 19th of September 2023, the Civil Aviation Directorate of the Republic of Serbia convened a meeting with delegations from various government ministries and organizations, including the Ministry of Construction, Transport, and Infrastructure of the Republic of Serbia, the Ministry of Internal Affairs, the Ministry of Defense, the Ministry of Internal and Foreign Trade, the Accreditation Body of the Republic of Serbia, the Institute for Standardization, the Customs Administration, the Security and Information Agency, and the Serbia and Montenegro Air Traffic Services Agency (SMATSA).

This meeting was called to discuss the incorporation of EU Regulations 2019/945 and 2019/947 into the national legislation of the Republic of Serbia.

The meeting, attended by 30 representatives from relevant government bodies, centred on establishing a comprehensive regulatory framework for the safe utilization of unmanned aerial vehicles (UAVs) – commonly known as drones – in the Republic of Serbia in accordance with EU Regulations 2019/945 and 2019/947. These regulations delineate the obligations of UAV manufacturers, importers, distributors, and operators.

The Civil Aviation Directorate of the Republic of Serbia has formulated a draft of new regulations pertaining to unmanned aerial vehicles, encompassing the implementation of EU Regulations 2019/945 and 2019/947. These draft regulations await modifications to the Air Traffic Law.

Consequently, during the meeting, resolutions were reached, leading to the establishment of a working group comprising representatives from the pertinent government authorities. The primary objective of this working group is to define timelines for the adoption of regulations, assign responsibilities for the development of software to automate flight notification and registration procedures, and contemplate modifications to regulations associated with aerial photography, which fall under the jurisdiction of the Ministry of Defense of the Republic of Serbia.
