Delegation of European Commission for air transport paid a working visit to the Civil Aviation Directorate of the Republic of Serbia from 27 to 29 September with an aim to review the progress in implementing the Multilateral Agreement on the European Common Aviation Area (ECAA Agreement).
The European Commission delegation included the representatives of the Directorate General for Mobility and Transport, Mr. Daniel Edwards and Ms. Cristina Vartsos, an expert for aviation regulations Mr. Frederik Sorensen, aviation safety expert Krasovsky Henry, aviation security expert Mr. Johan Van Der Brook, ATM expert Mr. Jean Marc Garo and representatives of the Delegation of the European Union to Serbia, Ms. Barbara Roces Fernandez and Mr.Dragan Lalic.
During the three-day visit to Belgrade the experts from Brussels met with representatives from Civil Aviation Directorate of the Republic of Serbia, Serbia and Montenegro Air Traffic Control Agency, "Nikola Tesla" Airport, Ministry of Infrastructure, Ministry of Foreign Affairs, Ministry of Economy and Regional Development, Ministry of Finance, Ministry of Trade and Services, the Ministry of Labour and Social Policy.
The European Commission Delegation for air transport met with representatives of domestic and foreign air carriers operating in Serbia.
EC experts were satisfied with the level of progress in implementing of the ECAA Agreement and with the overall status of the civil aviation in the Republic of Serbia. The details of this visit will be contained within the official report to be submitted by the end of the next month.
This is the fifth visit of EC experts to Serbia organized to mark the application of ECAA agreement.
As a reminder, the Agreement was signed on 29 June 2006 between the Republic of Serbia and the European Community, Western Balkan countries, Iceland and Norway. It was ratified by the National Assembly ratified on 13 May 2009.
The said Agreement provides for a full harmonization of national aviation legislation with that of European Community in the fields of aviation safety, security, air traffic management, airport management, protection of passengers and other users of services in air transport, liberalization of aviation market, banning of state aid and environmental protection.
The Civil Aviation Directorate of the Republic of Serbia is the coordinating body for the cooperation with the European Commission in order to properly implement the ECAA agreement.

Delegation of European Commission for air transport paid a working visit to the Civil Aviation Directorate of the Republic of Serbia from 27 to 29 September with an aim to review the progress in implementing the Multilateral Agreement on the European Common Aviation Area (ECAA Agreement).
The Civil Aviation Directorate of the Republic of Serbia, as in charged institution in the Republic of Serbia for organizing and managing the Search and Rescue system in civil aviation, has purchased the specialized equipment Portable Wide Band Direction Finder RT-400, to locate and decode Cospas-Sarsat 406 MHz beacons (ELTs, EPIRBs and PLBs) for land searches.
The device can be mounted on vehicles or carried in the DF-system backpack by rescuers for versatility in all types of terrain.
The main purpose of this system is to have better localization by triangulation or decoding of Cospas-Sarsat (406 MHz) messages and displaying beacon positions on the map in all weather conditions, cause the DF-system is a water-resistant system for use during inclement weather. Operating temperature -20 to +55 °C.
The activation of a 406 MHz radio beacon (ELT, EPIRB, PLB) indicates that an aircraft, vessel, or person is in a potential distress situation. The use of the DF RT-400 device will improve the current SAR capacities of the Rescue Coordination Center-Belgrade of the Civil Aviation Directorate of the Republic of Serbia, to quickly locate the position of people in distress, via an activated 406 MHz beacon, especially in complex weather conditions.

The product RT-400 is in compliance with the essential requirements and other relevant provisions of:
• Directive 2014/53/EU relating to radio equipment (relevant for RT-400 AU)
• Directive 2014/30/EU relating to electromagnetic compatibility (relevant for RT-400 Power Pack)
With the procurement of the Direction Finder for land searches, the Civil Aviation Directorate of the Republic of Serbia continuously improve the existing capacity of the aeronautical search and rescue system in the civil aviation of the Republic of Serbia.
On 10 July 2025, the Civil Aviation Directorate of the Republic of Serbia donated 11 million dinars to the Joint Stock Company “Airports of Serbia” – Nis, with the aim of improving the security infrastructure and operational capacities of Nis Airport.
The funds will be used for the procurement of a high-resolution mobile X-ray scanner for screening unattended baggage, as well as for the acquisition of a simulator for the training of security screening operators.
The agreement was signed by the Director of the Civil Aviation Directorate, Ms. Mirjana Cizmarov, and the Director of Airports of Serbia, Mr. Mihajlo Zdravkovic.
The donation was granted based on a request submitted by Airports of Serbia, and the funds were allocated within the Directorate’s 2025 Financial Plan, previously approved by the Government of the Republic of Serbia.
This support is part of the Directorate’s ongoing efforts to strengthen the civil aviation security system in the Republic of Serbia through investment in technical capacities and personnel training.
On 5 July 2025, a practical skills standardization assessment of sailplane flight instructors – FI(S) – was conducted at Valjevo Airfield (LYVA), organized by the Civil Aviation Directorate of the Republic of Serbia.
The assessment was carried out under the Amendment to the Regulation on Sailplane Air Operations. The assessment was conducted by authorized examiners and inspectors of the Directorate.
The purpose of the standardization assessment was to support flight safety through consistent training practices and effective implementation of regulatory requirements. In addition to practical skill standardization assessments, the focus was also on sharing experiences, discussing new regulations, and current gliding regulatory requirements.
On 5 June 2025, in Belgrade, an Air Services Agreement was signed between the Government of the Republic of Serbia and the Government of Georgia, along with a supporting Memorandum of Understanding between the Civil Aviation Directorate of the Republic of Serbia and the Civil Aviation Agency of Georgia.
The Agreement and Memorandum were signed by Ms. Mirjana Cizmarov, Director of the Civil Aviation Directorate of the Republic of Serbia, and Mr. Givi Davitashvili, Director of the Civil Aviation Agency of Georgia, in the presence of Ms. Aleksandra Sofronijevic, Minister of Construction, Transport and Infrastructure of the Republic of Serbia.
The signed agreements establish the regulatory and operational conditions for initiating direct air service between Belgrade and Tbilisi as of 15 June 2025.
The Agreement between the two Governments defines the legal framework for the operation of scheduled international air services, while the Memorandum of Understanding enables direct cooperation between the two civil aviation authorities in technical, regulatory, and safety matters.
Through this Agreement, the Civil Aviation Directorate of Serbia continues to enhance international cooperation and contribute to improved air connectivity of the Republic of Serbia, in full compliance with international civil aviation standards and regulations.

Mirjana Čizmarov, Director of the Civil Aviation Directorate of the Republic of Serbia, met on 23 May in Belgrade with Edward Ferguson, the Ambassador of the United Kingdom.
During the meeting, they discussed the preparation and signing of a new Memorandum of Understanding, which will modernise and improve the existing Air Services Agreement signed in 1950.
This step represents a significant contribution to strengthening bilateral cooperation between Serbia and the United Kingdom in the field of civil aviation, aiming to align with current international standards and practices and to enhance air traffic between the two countries.
